I recommend shopping at Fred Meyers since their stock seems to be replenished more often, on a regular basis.
Certain items in any given location may have limits set on how much you can purchase of any given item.
Common Store Limits Set On:
  1. Dry Goods (beans, noodles, cereals)
  2. Baking (flour, sugar, seasonings)
  3. Canned Goods
  4. Cleaning Supplies, Sanitizers
  5. Laundry Detergents
  6. Cold & Flu Medicines
  7. Paper Products (toilet paper)
Unfortunately, these limits change every single day from store to store so it's really hard to know in advance what's actually available from one day to the next. Keep in mind that the shop app may or may not reflect realistic availabilities of above mentioned items. If you start getting a lot of refunds through the instacart shopping app, that's most likely the reason.
